Do I Need A Certificate For Exporting To Saudi Arabia?
Product Certificate of Conformity (Product CoC)
All products that are covered by the mandatory Technical Regulations are required to be issued with a Product Certificate of Conformity (Product CoC) on SABER (Refer to Schedule of Enforcements of Technical Regulations on SABER). Other products which are not covered by the mandatory Technical Regulations are also required to be registered by the Applicant on SABER by means of Self Declaration of Conformity (S-DoC).

It may be noted that Food products, Cosmetics and Perfumery Products and Tobacco Products are covered by Saudi Food and Drug Authority (SFDA) Regulations and therefore are outside the Saudi Product Safety Programme. These products are subject to SFDA’s specific certification requirements.
Subject to the nature and type of products and the applicable Technical Regulations, the following Product Certification process is applicable.
Products under equivalent certification
For products under equivalent certification, applicants can Apply their request for Product CoC directly on SABER.
*Note: As per the recent enhancement in SABER, Commercial registration number of the Importer must be updated on the GSO database in order to link the SABER and GSO platforms. In addition, products under the G-Mark certification would need to be processed by the relevant SASO approved Certification Body (CB) for obtaining the Product CoC.
Products not covered under equivalent certification
For Products Not Covered Under Equivalent Certification, Applicants should Apply their Request for Product CoC directly on the SABER platform and coordinate the certification of their products by the SASO approved Certification Body CB.
Upon successful review, the CB will approve the Product CoC on SABER platform which will be available for review on the SABER platform for the Applicants.
Shipment Certificate Of Conformity (Shipment CoC)
Applicants can Apply for Shipment CoC on SABER platform for the products which are having the valid Product CoC.

For products under equivalent certification, applicants can Apply their request for Shipment CoC directly on SABER.
